Closest average compares the adjacent whole chapter counts around total words divided by target words. It chooses the average nearer your target; a tie chooses more chapters. At-most mode rounds the chapter count up.
Allocate whole words
Divide the total by the chapter count. The remainder determines how many chapters get one extra word. At least one chapter is returned, even when the total is smaller than the target.
Place real chapter breaks
An even distribution is a planning example. It does not establish genre limits, an acceptable length range or narrative pacing.

90,000 words with a 3,500-word target gives 26 chapters: 12 at 3,461 words and 14 at 3,462.
A 100-word total with a 1,000-word target produces one 100-word chapter, not zero.
