When p means salt divided by water times 100, multiply water mass by p/100. At 5%, 1,000 g water requires 50 g salt.

When p means salt divided by salt plus water times 100, the salt itself belongs in the denominator. At 5%, 1,000 g water requires about 52.631579 g salt.

Keep the denominator with the percentage. With 1,000 g water, 5% relative to water requires 50 g salt; 5% of salt + water requires about 52.631579 g.
Reading combined mass as solution volume
The total is salt mass plus water mass in grams. Dissolving salt does not make that sum a volume in liters; this calculator does not model density.
