Community Garden Setup and Operating Plan

Build a community garden plan with written site permission, soil and water review, an agreed operating budget, shared responsibilities and seasonal records.

Workflow

  1. Agree on purpose and operating responsibilities

Record who the garden serves, the crops or activities intended, accessible participation needs and the people responsible for coordination. Agree how decisions, plot allocation, shared harvests and problems will be handled. Keep private participant information outside a public planning note.

  2. Obtain permission and investigate the site

Confirm written land access, permitted uses, duration, termination conditions and responsibility for services. Review land history, water access, drainage and accessibility. Ask appropriate local specialists about contamination testing and interpretation before committing to edible planting.

  3. Compare a complete first-season budget

List beds or containers, suitable growing material, plants, water access, tools, storage, paths, waste service and any required professional work. Gather written quotes, separate one-time and recurring costs, and assign funding and ownership. Compare supplies only on the same quantity and specification.

  4. Set up shared procedures before planting

Agree planting space, paths, tool storage, water access, accepted compost inputs and contact arrangements. Provide a practical orientation using the actual equipment. Use appropriate local crop guidance and keep a watering roster with cover for absences.

  5. Track the first season and renew the agreement

Log participation, measured water use where available, harvest allocation, supply costs and unresolved incidents. Compare spending with the agreed budget and collect participant feedback. Before the next season, decide what to change and renew permission, roles and funding where needed.

Permission and site investigationStandard

EPA’s community-garden site process considers land history, environmental investigation and appropriate expert interpretation. Document the decision for the intended use before planting.

Soil suitability is a separate decisionStandard

Testing for plant nutrients and investigating contamination answer different questions. Ask the laboratory or local authority which sampling and interpretation fit the site history.

An operating agreement makes the budget usableTip

Record who approves spending, maintains shared assets and covers absences. These are planning decisions for the group; the unit-price tool does not produce a legal agreement or set fees.

  • Budget for continuity

Watering cover and tool maintenance need people and time, even when land or supplies are donated.

  • Keep the review shareable

Store an operational summary separately from private contact and payment details.
