Workflow

  1. Agree the event with neighbors

Record the proposed location, activities, public access, date options and organizer contacts. Ask about access routes and nearby residents’ needs. Identify an applicant and decision owner before promising a street closure.

  2. Confirm the applicable permission route

Ask the municipality and property owner which event category and approvals apply. Record current application deadlines, conditions, required documents and any insurance requests. Confirm whether contributions, charges or commercial activity are permitted before collecting money.

  3. Build a funded resource plan

List tables, sanitation, permitted equipment, waste removal and food purchases. Use entered quotes to calculate expenses, then maintain a separate record of approved funding sources, payer commitments and reimbursement receipts.

  4. Confirm dishes and service needs

Create a contributor roster with the actual dish, ingredients, batch yield, arrival time and holding equipment. Calculate batches for equivalent servings and packages for host-provided items, checking each category separately.

  5. Brief volunteers and check the site

Assign approved traffic-control tasks only as the authority’s plan permits. Name weather, food, access and cleanup contacts; share the stop signal and shelter route. Verify emergency access, toilets, handwashing and waste stations before opening.

  6. Close the street activity and reconcile costs

Follow the authority’s reopening and cleanup instructions. Return equipment, reconcile reimbursable receipts and remove temporary signs as required. Record unresolved issues and keep only contact details needed for agreed follow-up.

Reference Materials

Example jurisdiction: New York CityStandard

NYC treats a block party as a specific permit category, with restrictions on activities, fees, sales and alcohol. Other locations have different processes; use the authority for your actual site.

Choose the monitor, shelter route and stop or restart communication before the event.

Use names and handoff times, not just a list of hoped-for helpers.

  • Identify the category early

A proposed vendor or fundraiser may change the permit category; ask before advertising it.

  • Give volunteers a handoff

Record who replaces each helper and where supplies or keys are kept.

Safety Notes

  • Do not block a road or direct traffic without the required authorization and approved arrangements.
  • Choose reachable lightning shelter; a canopy is not a substitute.
