Preschool Selection: Visits, Care Coverage and Fees

Compare early-learning needs, verified providers, daily experience, care gaps and written fees before confirming enrollment.

Workflow

  1. Define care and early-learning needs

Use your actual records and review schedule

List the child’s interests, communication, access and care needs alongside family work, travel and schedule requirements. Consider play, relationships, routines and support during transitions. Identify the actual hours and dates that need coverage before comparing program labels or advertised academic results.

  2. Check licensing, eligibility and availability

Use your actual records and review schedule

Use the responsible state or territory’s provider information to check licensing or lawful exemption, inspection history and applicable requirements. Verify the actual age and enrollment rules, vacancy or waitlist process and start date. Ask about public preschool, Head Start or other assistance using the program’s current eligibility criteria.

  3. Visit and observe the daily experience

Use your actual records and review schedule

Ask the same questions at each setting about relationships, play, communication, inclusion, staff continuity, supervision, behavior guidance, meals, rest and emergencies. Observe interactions where possible and ask how concerns are handled. Review the family handbook and distinguish written policy from what was observed.

  4. Check the timetable and backup care

Use your actual records and review schedule

Compare required care windows with the actual program day, travel and handoffs. Include half days, closures, late-pickup rules and any extended care. Confirm backup arrangements separately and keep a case for a closure week. Use one child or identical-needs group per case.

  5. Compare written quotes and assistance

Use your actual records and review schedule

Use the complete group price for the actual billed period. Include registration, meals, supplies, charged closures, backup care and explicit discounts. Keep a refundable deposit and later reimbursement separate. Verify assistance directly and check the resulting household cash plan rather than using a universal affordability percentage.

  6. Confirm enrollment and review the transition

Use your actual records and review schedule

Review the agreement and confirm the place, start date, payment terms and support arrangements. Prepare the child for the actual routine with the provider and agree communication and pickup responsibilities. After starting, review the child’s experience, attendance and unresolved questions, and adjust the plan with the setting.

Reference Materials

Verify minimum requirements and provider statusStandard

ChildCare.gov explains state and territory licensing and the difference between licensed, legally exempt and unlawfully unlicensed care.

Observe and ask specific questionsStandard

The federal child-care visit sheet includes relationships, policies, staffing and everyday health and safety questions to discuss with the provider.

Check actual assistance programsStandard

Care subsidies, Head Start, state preschool and provider discounts have their own availability and eligibility rules.

  • Keep questions comparable

Use the same observation prompts and record the date of each visit.

  • Confirm extended care separately

Before-school and after-school places may use different bookings or terms.

Safety Notes

  • Care licensing, staffing, assistance and enrollment requirements depend on the jurisdiction and actual program.
