Subtract federal income tax withheld year to date from the annual target and divide the nonnegative remainder by the whole number of checks still expected.

Target per Remaining Check = max(0, Annual Target − Federal Withholding YTD) ÷ Remaining Checks

Project the annual amount if current federal withholding repeats for all remaining checks, then show the signed difference from the target and the per-check change required by the arithmetic.
